I'd say they're about even, but Comedy Central is deducted -10,000 points for giving Carlos Mencia a show, so they lose.

Eh, I think Reno 911! is crap too. Not funny enough for me to sit through it. Carlos Mencia has some good stuff, but not great either. South Park and the stand ups are what makes Comedy Central for me.
