I had a friend send that to my phone. I thought it seemed like a joke. For some reason I found the talking rats the highlight of the picture. Seems like a joke to me though. Its hilariously bad.

It's the use of a promotional photo from Hellbilly Deluxe II that makes me think it's a joke.

Exactly. As everyone pointed out, the image is an old one, so there's a decent chance this was fan made, but I think the actual artwork seems like something Rob would draw.
