I could see it coming out sometime next year actually. Besides the Lou Reed debacle and some shows here and there this year, they've been pretty quiet otherwise. There's no reason to think a new album couldn't be ready for 2012.

I just know they like to do "Escape from the studio" tours which seems to slow down the making of an album.

According to this article Kirk and Lars are saying the new album will sound like a "heavier version of the black album" and will have shorter songs (Lars used Harvester of Sorrow and Fuel as examples of short Metallica songs).
