Black metal is more lo-fi, more soaked in reverb and atmospheric. At least Under the Sign of the Black Mark is.
I think a better debate would be why Morbid Angel's Covenant and Immortal's At The Heart of Winter are in two different genres. Especially considering the production values are the same.

My point was that just because two things have something in common, it doesn't make them the same thing. Both albums are completely different.
