Well, it depends on what everyone wants to do. If, for example, we want to try to make everyone do the work and come up with 20, and penalize their votes if they don't (similar to what JRA proposes in the following post below):

Personally, my vote would be to try and make everybody do the work to make a list of 20. Those that provide only ten - or especially less (like five), shouldn't get to have their top picks getting as many points as those who voted for a full twenty - at least that's my opinion.

If you want to change the formula to do what I'm suggesting, then you have to change the "20" in the formula from a fixed number to a variable (say, V - where V is the total number of votes cast by a voter). So the revised formula would then be:

P = 5 * (V - R) + 50, where P is the number of points, R is the ranking that each voter gives it, and V is the total number of votes cast by a voter.

Sorry for the long response, but you asked (JRA).

TL;DR: I like Mankvill's answer of "YES" a whole lot better - everyone has to vote for 20 - but I'm no dictator.

Well what I meant was if someone only has 10, then #1 on their list gets 50 points instead of 145 and such.

I really don't want to come up with 20. I thought the original number was 10 and I thought I barely had enough to fill that quota. When I learned that I did, I was excited to share, and then I learned it was 20. I wouldn't have bothered if I knew it was 20 before hand.

I think we decided that we were covering an entire decade and that since we were such a small community voting, we increased the number to 20.
