It was Ice-T, and it was the first track on his album "The Iceberg / Freedom of Speech...Just Watch What You Say". I used to have that album.

Fun Fact #1: That's Jello Biafra doing the spoken word part of that track.

Yeah I got it from some live recordings on Warchest. They're on the clash of the titans tour. I didn't know Ice T originated it. I think they used it back when they were promoting The System Has Failed but just the black sabbath part not the dialogue. Fuck I'm psyched to hear that shit!
