This was a pretty prominent theme in The Shadow Over Innsmouth. Ironically he greatly admired both Ancient Egypt, which was founded on unification instead of conquest, and the Roman Empire, which conquered Ancient Egypt. Which Morbid Angel lyricized about on Blessed Are The Sick if I remember right.
