Because I saw High on Fire play in Atlanta in Gigantour and the crowd seemed to hate them (I loved them), but the crowd went apeshit for the terrible bands (Job for a Cowboy among them). A terrible crowd can make a good band's set seem bad.
You are right. Crowd at ROTR was the most crazy during donkey punch.
