I am not at all familiar with TSO.

Is "Chance" the Savatage tune from Handful of Rain, or does TSO have a song of the same name?

Chance is the Savatage-song, played on request by Jon Oliva who could not attend the shows. Sleep is also a Savatage-song from what I gather.
